he members of the legislative practice at D'Amato & Lynch, LLP have firsthand knowledge of the Government process. In New York, Albert B. Lewis was responsible for many insurance reforms, including the establishment of a Fraud Bureau in the Insurance Department. In Washington, D.C., Mr. Burton was a key force in obtaining passage of several reinsurance and foreign tax insurance issues and represented the National Crop Insurance Association to limit the government's expansion in this area. His lobbying efforts in New York resulted in changes in the law to permit insurers to represent self-insureds, the defeat of a proposal to establish an increased premium tax, allowing gradual pollution insurance to be written, permitting extensions on corporate insurance taxes without penalty, the freedom to use hedging investment techniques, a grant of authority for insurers to write financial guarantees, and file and use submissions for residual value insurance.
In New Jersey he has successfully represented insurers on property-casualty issues, the Mortgage Association of America, and the National Premium Finance Association.
